what is a overlay zone?

What are the proposed zones and why?

There are two zones proposed in the overlay. The larger zone encompases portions of Whitson Avenue that includes many vacant properties that are prime space for possible mixed use developments. The second is the core downtown area that is mainly High street and the railroad facing portion of Front street between 2nd street and Arrants.
